UAE National AI Strategy 2031: Decoded

This article analyzes the UAE's National AI Strategy 2031, which since its launch in 2017 has treated AI adoption as an engineering problem by appointing a dedicated AI minister, building data center campuses and research universities, and establishing a sovereign investment vehicle. It examines the strategy's eight objectives and raises questions about whether it is truly strategic or simply capital following the path of least regulatory resistance.
